I'll buy that. It makes a lot of sense:
.2989 red + .5866 green + .1144 blue NTSC and PAL luminance
.2727 red + .5454 green + .1818 blue adaptive threshold luminance

Luminance is a linear combination of RGB in the proportions I've shown
here. NTSC chrominance is simply added to this. The 90-degree phase
shift is between the I and Q parts of the chrominance.
